Bell & Associates has been engaged to find our client their next CFO. This position is responsible for the management of all financial matters relative to the corporation and for building a strong financial management organization. Specific functional responsibility includes treasury; financial reporting; working capital management; financial strategy, planning, and analysis; as well as purchasing. The individual will be responsible for preparing reports, analyses, budgets and forecasts, as well as managing bank relations, auditor relations, credit collections, cash management, financing, etc. A key function of this individual will be to function as an officer of the corporation and a key advisor to both the executive leadership team and board of directors on major business issues and decisions.
Responsibilities
- Develop and continually refine a comprehensive financial strategy and implement tactics to support the vision and mission of the organization through an understanding of the key drivers of the organization.
- Direct the interpretation of operating results as they affect the financial aspects of the corporation and make recommendations that facilitate the organization in achieving the agreed upon financial strategy.
- Direct the planning and administration of cash management activities, cooperate with line leadership in coordinating expenditure programs with forecasted cash flow.
- Responsible for mergers and acquisitions including analysis of viability, creating pro forma financial projections, conducting due diligence, liaising with attorneys, and reviewing legal documents.
- Assist in the business development arena to ensure appropriate financial analysis is provided to other areas in the organization to facilitate decision-making. Make sure analysis is timely and in form that best assists with the decision-making.
- Promote the development and fiscal management of revenues from multiple and diverse funding sources such as managed care companies, insurance companies, private contributors, investment entities, governmental contracts, profit centers, etc.
- Analyze the organization’s financial position and issue periodic financial and operating reports.
- Direct and coordinate the preparation of the corporate budget process, including supporting the development of the annual operating and capital budgets.
- Direct the control and safeguarding of the corporation’s assets.
- In consultation with the Controller, establish appropriate levels of reserves to provide for future anticipated expenses the organization may experience.
- Interface with banking authorities to secure and maintain line(s) of credit to provide access to cash to meet the requirements of the organization during periods of adverse cashflow.
- Provide oversight and direction with regards to the organization’s employee benefit offerings; interface with brokers and consultants to secure the most robust benefit offerings available at an affordable cost for both the organization and its employees.
- Periodically, in cooperation with the Chairman of the Board, subject the compensation of the Chief Executive Officer of the organization to marketplace conditions utilizing external compensation consultants.
- Oversee and maintain the organization’s participation in offshore captive insurance programs which provide the organization with cost savings and program rigor. If afforded the opportunity to serve on the captive organization’s Board of Directors, actively serve in said capacity in a proactive and engaged manner.
- Network with individuals in like organizations both locally and nationally to share best practices and develop and maintain relationships with potential successors and individuals possessing insights with regards to accounting and financial developments.
- Maintain the Executive Leadership Team compensation structure to assure internal equity and market-driven compensation levels.
- Consult with legal counsel as needed and update and advise the executive leadership on legal issues as necessary.
- Determine the appropriate funding strategy for risk management issues to include levels of coverage, umbrella policies and self-insured versus fully or partially insured options.
- Develop policies and procedures to ensure effective allocation and utilization of dollars and capital resources in the organization.
- Provide for corporate level oversight in the development of financial models developed for new business proposals.
- Oversee the treasury function of the organization. Maintain relationships with banks and other financial institutions and negotiate changes as necessary.
- Direct the review of contracts to ensure that the contract meets the corporate financial specifications.
- Ensure the organization complies with guidelines relating to Federal and State government funding sources.
- Ensure that the organization’s financial statements and records meet the approval of the organization’s outside auditors. Correct any deficiencies noted.
- Develop and maintain a contemporary financial information system, capable of monitoring results forecasting future results and pinpointing areas requiring change.
- Develop policies, procedures, and systems necessary to maintain proper records and to afford adequate accounting controls and services.
- Develop and implement field audits to ensure financial integrity of location operations and adherence to organization guidelines.
- Develop policies and procedures for selection of standard items and vendors and ensure adherence to policies and procedures of central and local purchasing to those guidelines.
- Serve as a fiduciary for all pension plans and provide oversight of investment activities for any retirement plans.
- Provides oversight on all accounting and payroll processing functions to ensure compliance with all applicable federal, state, and local regulations.
- Develop and recommend operating budget for the finance function and ensure programs operate within budget allocations. Make expenditure adjustments during the budget cycle as appropriate to ensure efficient funds management. Recruits, directs, motivates, and evaluates staff.
- Provides oversight for activities related to facilities management including vendors, maintenance and security.
- Support ongoing development of future leaders through a combination of succession planning, career development, leadership training, and personal mentoring activities.
- Keep the organization abreast of industry trends and innovations.
- Seek continuous renewal and innovations in delivery of services and operating systems.
- Ensure uninhibited flow of information and ideas.
- Perform other job-related duties as assigned or needed.
Requirements
- Bachelor’s degree required, preferably in business, accounting, or economics; MBA is strongly preferred. CPA required.
- 10+ years of progressively responsible financial management, at least 5 of which has been gained in a senior level functional role in a service-oriented organization that deals with a wide variety of constituents. Prefer an individual with prior experience/exposure in dealing with governmental agencies and in contract management and administration
- In-depth knowledge of pricing and services offering alternatives would be a decided plus.
- Analytical reasoning, conceptual and interpersonal skills required.
- Outstanding written, verbal, communication, and computer skills including Microsoft Office Suite software, and Outlook.
- Knowledge of financial concepts, accounting pronouncements, technical accounting expertise, financial analyses, and exposure to utilization of information systems.
