Senior Director of Data

The primary focus of this position will be to develop, implement and support a comprehensive data and reporting framework within the overarching IT strategy. This framework will ensure the company has access to and correctly uses quality data, reports and analytics to support business goals. Working with the Vice President, Business Intelligence and Enterprise Applications, this position will promote the correct use of data through the development of policies, procedures, training, user manuals and example/template reports and analytics. The position will help define the IT landscape and ensure current and new applications meet industry best practices and IT governing principles. The position will lead a matrixed group of report developers and analysts of various skill levels in developing data solutions. Mentoring and development of staff is key to this role.

Responsibilities and Attributes for Success:

  • Communicate data and technical concepts to business leaders
  • Identify opportunities to promote data analysis and develop the analysis, trends, projections, and algorithms to support it
  • Develop reports and analysis on diverse set of data to support operational and regulatory needs
  • Develop and implement data management processes for internal and external data sources
  • Develop policies, workflows and other documentation as needed
  • Provide responses and input to various audits and regulatory requests concerning data management, quality, security, and reporting
  • Review and recommend new IT development and applications
  • Participate in workgroups for data and IT governance
  • Ability to work in a “start up” culture with limited supports and resources
  • Ability to drive projects to completion

Qualifications

Experience Required:

  • Minimum Bachelor’s degree in Mathematics, Statistics, Business Administration, or related field with a relevant advanced degree (MHA or MBA) preferred
  • Extensive experience in Medicaid and Managed Care
  • Extensive experience in Analytic role
  • Proficiency with SQL Server and analysis tools
  • Proficiency with Excel
  • Experience with data visualization tools, machine learning, text mining, and data mining
  • Experience with data governance concepts and tools
  • Experience with data management systems and ETL frameworks
  • Experience writing Policies and Procedures
  • Experience in generating process documentation including workflow and data modeling techniques
  • Experience with Healthcare data integration standards (XML, HL7, FIHR, etc.)
  • Experience managing large, complex projects; PMP certification preferred
  • Knowledge of HIPAA, NIST and other security requirements
  • Knowledge of application, system and data architectures
  • Strong verbal and written communication skills and the ability to collaboratively interact with internal and external stakeholders (clients, state bodies, vendors)
  • Process orientation with strong organizational/leadership and analytic skills (e.g., troubleshooting, attention to detail, etc.)
  • Experience engaging all levels of an organization in a collaborative and confident style that builds credibility
  • Experience leading teams that include direct reports, matrix reporting relationships and vendors
